5月22日至24日,第十六届金砖国家学术论坛在俄罗斯莫斯科举行。来自金砖内外政学商界的200余名代表参会,共同围绕主题-"金砖国家:世界棋局中的新起之秀"展开了深入研讨。金砖国家智库理事会中方理事会秘书长、中共中央对外联络部研究室主任金鑫率中国学者代表团参会。中国学者代表团参与了论坛开闭幕式及13场分论坛讨论,同各方代表就政治安全、经贸财经、人文交流等主要议题进行了深入交流。 金鑫在论坛全体会议发言中指出,进入"大金砖"合作时代,金砖新老成员应进一步携手加强团结合作,发挥整体优势,金砖国家智库要为此加强联合创新研究,发挥沟通桥梁作用,共同塑造金砖形象。中英文全文如下:

尊敬的各位金砖国家智库合作协调员,
同事们、朋友们:
大家上午好!
很高兴再次来到俄罗斯,在美丽的莫斯科,在这样一座历史悠久的建筑中参加第十六届金砖国家学术论坛。今年的学术论坛是“大金砖”合作开启后的首场学术论坛,将成为一次历史性的会议。在此,我谨代表金砖国家智库合作中方理事会和中国代表团,热烈欢迎来自伊朗、埃塞俄比亚等国的新同事加入金砖国家智库理事会大家庭,期待同你们开展密切协作。同时,衷心感谢俄罗斯同事们为举办此次学术论坛所付出的辛勤努力,感谢你们为中国代表团赴俄罗斯参会给予的鼎力协助和热情接待。
各位同事、各位朋友!
今年学术论坛的主题是“金砖国家:全球棋局下的新起之秀” ( BRICS: New Figures at the Global Chessboard),金砖国家在国际事务中发挥着日益重要的作用,是当之无愧的“新起之秀”。如今,“大金砖”合作让金砖国家的优势得以“更新”:
一是政治影响更大。新成员均是区域内具有重要影响的国家,加入金砖大家庭,反映了世界多极化的新发展、全球南方崛起的新趋势,提升了金砖国家的代表性和影响力,必将更有力地推动全球治理体系朝着更加公正合理的方向发展,必将更有力地推动全球南方在国际事务中的代表性和发言权。
二是发展资源更多。新成员将为金砖国家带来更多的发展资源要素,增强各成员在能源、粮食、制造业、服务业等领域的互补优势,不仅有利于拓展金砖合作空间,帮助成员实现高质量、可持续发展,而且有助于赋能全球发展合作,为全球南方国家参与国际发展合作提供新的选择。
三是共同价值更亮。同部分国家将社会制度、价值观念作为合作基础不同,金砖国家已探索出一条不同制度国家实现有效合作之路,形成了发展共享、安全共筑、文明共兴的共同价值。新成员的加入不仅丰富了金砖国家的文明代表性,而且将带动更多国家走上开放包容、合作共赢的金砖道路。
各位同事、各位朋友!
进入“大金砖”合作时代,要把上述优势的新增量转换为更多合作上的新成就,金砖各国需要付出更多的努力,为此:
一是要坚持“5+5=1”。要在金砖精神和价值的指引下,注重加强团结协作,就国际地区热点问题及共同关心的话题及时对表、协调立场、一致行动,通过构建更紧密的伙伴关系,发出更强劲的金砖声音,维护更鲜明的自主形象,不断拓展和实现金砖国家共同利益,协力推动世界迈向和平、安全、繁荣、进步的光明前景。
二是要实现“5+5>10”。要加强优势互补,盘活金砖内部发展资源。可在能源安全、数字经济、绿色发展等方面深挖务实合作潜力,为各成员实现可持续、高质量发展创造更大的空间、更好的条件。比如,在能源领域,老成员本就各具所长,沙特、阿联酋、伊朗等国的加入,能为各成员能源转型带来更多的资金和技术,提升能源安全保障能力。
三是要推进“5+5+N”。要呼应和顺应全球南方国家联合自强的诉求和趋势,通过“金砖+”合作模式拓展金砖国家伙伴关系网络,以实实在在的行动同其他新兴市场国家和发展中国家加强合作,共同做大全球南方合作的利益“蛋糕”,共同推进全球治理体系和国际秩序向着更加公正合理的方向发展,更好地反映国际格局变化的现实。
中方高度重视、坚定支持金砖国家合作,愿同各方一道,继续深化金砖战略伙伴关系,积极拓展各领域务实合作,助力全球治理架构更加均衡、有效,为世界和平与发展作出更大的金砖贡献。十余年来,中方提出构建人类命运共同体,相继发起共建“一带一路”倡议、全球发展倡议、全球安全倡议、全球文明倡议,为中国的金砖政策发展提供了指引。中方愿携手新老成员,就践行这些重大理念主张加强合作,共同开辟金砖国家更加灿烂的金色前景。
各位同事,各位朋友!
金砖合作,智库先行。十六年来,金砖国家智库成功扮演了合作方向的探索者、思想的提供者、方案的建议者角色,为服务金砖合作作出了重要贡献,得到了金砖国家领导人高度肯定。随着“大金砖”合作大幕的拉开,金砖国家智库合作需要再出发,以适应新形势、新任务、新要求:
第一,要进一步加强创新研究,提高智力支撑水平。要始终走在政策前面,敢于打破传统思维定式和旧有框架限制,大胆设想、小心求证、实事求是,提出更多类似于建立金砖国家“新开发银行”、“应急储备机制”这样的“金点子”,长期以来,金砖国家智库学界在政策研究领域颇有建树,为“一轨”合作提供了有力支持。未来,需要就金砖合作面临的重点、难点、热点问题开展集体攻关,产生更多的新观点、新理论、新知识。
第二,要进一步加强内部交流,推动形成政策共识。成员国文化多样、制度各异、利益多元,难免就某些问题产生分歧。智库学界要充分发挥智库自身专业优势和灵活特点,对“一轨”部门暂时看不清、拿不准、谈不深的问题进行充分交流探讨,逐步累积共识,最后实现突破。进入“大金砖”合作时代,金砖国家智库的桥梁沟通作用将更加凸显,任务将更加繁重。但这不要紧,只要我们多走动,多交流,就能越走越近,越谈越亲。
第三,要进一步克服阻碍干扰,维护金砖国际形象。金砖国家合作诞生于信息化和全球化时代,其发展必然面临诸多外部因素干扰。同时,作为全球棋局的“新秀”,也必须面对“老将”的忌惮与竞争,面对各种外部干扰,智库学界的冷静、理性和专业是同错误认知乃至刻意抹黑较量的有力武器。当前,金砖国家合作已成为新兴市场国家和发展中国家合作的名片。金砖国家智库学界有责任、有义务共同维护好这张名片,向国际社会讲好金砖故事。
金砖国家智库合作中方理事会主要负责牵头协调国内高校智库参与金砖和“金砖+”智库合作,拥有100 多家理事单位,覆盖了中国国内所有主流高校智库,期盼同金砖各国智库加强交流互鉴。为此,我们创设了“金砖国家智库国际研讨会”、“全球南方智库对话会”等交流平台,今年下半年将在华举办第二届“全球南方智库对话会”,借此机会诚邀各位来华交流。我们也愿意同各方合作举办各类交流活动,共同推动金砖国家人文交流发展,为金砖各领域合作提供坚实支撑。

It gives me great pleasure to visit Russia once again to attend the 16th BRICS Academic Forum in such a time-honored building in the beautiful city of Moscow. This year’s Academic Forum, as the very first one since the start of greater BRICS cooperation, will surely be a historic meeting. On behalf of the China Council for BRICS Think Tank Cooperation and the Chinese delegation, I wish to welcome new colleagues from Iran and Ethiopia to the BTTC big family, and we look forward to working closely with you. I also wish to thank our Russian colleagues for their hard work in organizing this event and the great support and warm hospitality you accorded to the Chinese delegation.
Dear Colleagues and Friends,
The theme of this year’s Academic Forum is “BRICS: New Figures at the Global Chessboard”. As BRICS countries play a more important role in international affairs, we well deserve the name of “new figures”. In addition, our greater BRICS cooperation today further “renews” the strengths of BRICS.
First, greater political influence. New BRICS members are all influential countries in their regions. The fact that they join the BRICS family not only represents the new development of world multi-polarity and the new trend of Global South’s rise, but also enhances the representation and influence of BRICS. It is bound to advance a more just and equitable global governance system, and promote the representation and voice of the Global South in international affairs.
Second, richer development resources. With more development resources and factors brought by new BRICS members, all members will have greater complementary advantages in energy, food, manufacturing and service industry. This will not only be conducive to expand the room for cooperation and help all BRICS members achieve high-quality and sustainable development, but also serve to empower global development cooperation and offer a new option for countries of the Global South to engage in international development cooperation.
Third, brighter common values. Unlike some countries who regard social systems and values as the foundation for cooperation, BRICS countries have explored a path for countries with different systems to effectively cooperate and have forged common values featuring joint development, common security and shared prosperity of civilizations. The accession of new members not only enhances the civilizational representation of BRICS countries, but also will lead more countries onto the BRICS path of openness, inclusiveness and win-win cooperation.
Dear Colleagues and Friends,
Entering the era of greater BRICS cooperation, BRICS countries need to make greater efforts to translate our above-mentioned new strengths into new achievements of cooperation. To this end, we need to do the following:
First, we need to adhere to “5+5=1” (five plus five equals one). Under the guidance of BRICS spirit and values, we need to strengthen solidarity and collaboration, timely coordinate our positions and take united actions on international and regional hotspot issues and topics of common interests. By building a closer partnership, making the BRICS voice louder and polishing a distinct image of independence, we can expand and realize the common interests of BRICS countries, and steer the world into a bright prospect of peace, security, prosperity and progress.
Second, we need to achieve “5+5>10” (five plus five is greater than ten). BRICS should leverage the complementary advantages and fully utilize the development resources within its member countries. We can dig into the potential for practical cooperation in areas like energy security, digital economy and green development to foster greater space and more favorable conditions for the sustainable and high-quality development of BRICS member countries. For instance, in the energy area, on top of the strengths of old members, the accession of new members like Saudi Arabia, the United Arab Emirates, and Iran will bring more finance and technology to advance energy transition of all members, thus enhancing the BRICS countries’ capacity in ensuring energy security.
Third, we need to promote “5+5+N” (five plus five plus N). We need to follow the call and momentum of Global South countries seeking strength through unity, expand BRICS partnership network though BRICS+ cooperation model and enhance our cooperation with other emerging markets and developing countries with concrete actions. By so doing, we can make the pie of Global South cooperation bigger and promote a more just and equitable global governance system and international order so that the realities of the changing international landscape can be better reflected.
China highly values and firmly supports BRICS cooperation. We stand ready to work with all parties to deepen BRICS strategic partnership, expand practical cooperation in various areas, and make the structure of global governance more balanced and effective, so as to make greater BRICS contribution to world peace and development. Over the past 10 plus years, China has put forward the vision of building a human community with a shared future, and has successively proposed the Belt and Road Initiative, the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, which have offered guidance for the development of China’s BRICS policies. China stands ready to work together with both new and old members to step up cooperation in implementing these major proposals and jointly open up an even more brilliant prospect for BRICS countries.
Dear Colleagues and Friends,
Think tanks are at the fore in BRICS cooperation. For sixteen years, BRICS think tanks, as they explore cooperation directions, offer thoughts and advise on proposals, have made important contribution to serving BRICS cooperation, and has thus been highly recognized by BRICS leaders. As we unveil greater BRICS cooperation, we need to embark on a new journey to reinvigorate BRICS think tank cooperation to adapt to new situations, new tasks and new requirements.
First, we should further strengthen innovative research and enhance intellectual support. We should always walk in front of policies, dare to break the traditional mindset and think out of the box. We should come up with bold ideas and at the meantime verify them cautiously, and seek truth from facts. More “golden ideas” such as the establishment of the New Development Bank and the Contingent Reserve Arrangement should be put forward to push the continued development of BRICS cooperation. For a long time, BRICS think tanks and academics have indeed achieved a lot in policy research and offered strong support to “Track One” cooperation. Going forward, we need to carry out collective research on the key, difficult and hot-spot issues facing BRICS cooperation to generate more new ideas, theories and knowledge.
Second, we should further strengthen internal exchanges and promote the formation of policy consensus. BRICS member countries have diverse cultures and different systems and interests. It’s only natural for us to have differences on some issues. Think tanks and academics should leverage the advantages of expertise and flexibility, to fully communicate and discuss the issues that are temporarily unclear, unsure and unable to have in-depth discussion on the “Track One” departments. We can help gradually accumulate consensus to eventually realize breakthroughs. Entering the era of greater BRICS cooperation, BRICS think tanks’ communication role as a “bridge” will become more prominent, and the task will be even more onerous. But that’s not a big deal. As long as we make more visits, contacts and exchanges, we will get closer and more familiar.
Third, we should further overcome obstacles and disturbances and safeguard the international image of BRICS. As BRICS cooperation was born in the era of information technology and globalization, its development is bound to face disturbances from many external factors. Besides, as the “new figures” in the international power dynamics, BRICS countries will surely face the fear and competition of “old veterans”. In the face of all kinds of external disturbances, the calmness, rationality and expertise of think tanks and academics is a powerful weapon in the fight against misperceptions and even deliberate smearing. At present, BRICS cooperation has become a shining hallmark for cooperation among emerging markets and developing countries. BRICS think tanks and academics have the responsibility and obligation to further boost its well-established credentials, and tell the BRICS stories well to the international community.
The China Council for BRICS Think Tank Cooperation is responsible for coordinating the participation of domestic universities and think tanks in BRICS and BRICS+ think tank cooperation, and has more than 100 council members, covering all mainstream universities and think tanks in China. We look forward to strengthening exchanges and mutual understanding with think tanks of BRICS countries. To this end, we have created such exchange platforms as the International Symposium on BRICS Think Tanks and the Global South Think Tanks Dialogue. We will organize the second Global South Think Tanks Dialogue in China in the second half of this year. We would like to take this opportunity to invite all of you to come to China for more exchanges. We are also willing to cooperate with all parties in organizing various exchange activities to jointly promote the development of people-to-people exchanges among BRICS countries and provide strong support to BRICS cooperation on all fronts.
